Technical Projects Director

David Parker is a highly experienced consultant with more than 16 years of expertise in remanufacturing, sustainability, waste, and resource management at Oakdene Hollins.

As a process engineer, David also brings 14 years of senior engineering experience gained at ICI and DuPont, where he worked across software design, consultancy support, process design, plant operations, research and development, commissioning, project management, and techno-commercial investment assessment. Drawing on this broad technical background, he supports organisations in understanding and capitalising on the near-term opportunities associated with the circular economy.

His recent experience includes managing the Centre for Remanufacturing and Reuse, a manufacturing advisory service funded by the UK Department for Environment, Food and Rural Affairs (DEFRA), as well as leading a pan-European project designed to support industry and provide policy recommendations to the European Commission.

In addition to his expertise in remanufacturing, David has worked extensively in chemical consultancy. His work has included biochemical process scale-up and costing projects to support investment decisions, management of the technical revision of the EU Ecolabel criteria for detergents on behalf of the European Commission’s Joint Research Centre (EC-JRC), and the delivery of risk assessments, market flow analyses, and critical raw material and metallic material studies for private-sector clients.

David Parker holds a Bachelor’s degree in Chemical Engineering and Master’s degrees in Applied Mathematics and Business Administration.
